Within the first week of a signed agreement: success metrics, a stakeholder map, an access list, communication cadence, and the first working session scheduled.

Active engagement
Project mode (Health Check, policy work, systems) runs research → working sessions → drafts → feedback → final deliverables → readout. Partnership mode (Embedded HR) runs on a monthly plan with office hours, live work, documentation, and quarterly risk reviews.
